Cheaper to kill someone than let them live

According to Cambodian law, if you happen to run someone over on your motorbike or with your car, but the person doesn't die, you are obligated to financially support this person for the rest of their life. However, if the person dies, you just have to pay the government $3000 USD and then you're off the hook. To put it simply, it's much cheaper to pay for a dead person than to support a live person. Unfortunately, some people, if they run someone over and the victim's still alive, they will keep running over the person to make sure they die.
